Rumors of third Barack Obama term are satire passed off as truth

Who says President Barack Obama -- facing weak approval ratings, a tough midterm election and growing outrage over problems in veterans’ health care facilities -- is in the dumps? He’s headed to a third term! Or at least that’s the claim now bouncing around the Internet.
A reader recently emailed us to ask if we could check out something they’d run into online -- a story titled, "Obama Announces Plans For A Third Term Presidential Run." As we'll see, it's another case of a satirical article being passed off as real.
The article with a Washington dateline began, "President Barack Obama shocked the country this morning with news that he is running for a third term."
It went on to quote Obama at a press conference saying,"‘I can’t abandon the American people now when they need me more than ever. We’ve come this far as a nation, now is not the time to do something different. This is the change you wanted and this is the change you’re getting."
The article then quoted Sen. Rand Paul, R-Ky., telling CNN that he opposes Obama’s decision. "This defies everything the Constitution stands for," Paul is quoted as saying. "We can not let this man have a third term."
The problem facing Obama, according to the article, is the 22nd Amendment, which prevents presidents from running for more than two terms. It was ratified in 1951.
However, the article suggests that Rep. Jose Serrano, D-N.Y., has "recently introduced" a measure to abolish the 22nd Amendment -- which is "exactly the kind of news that makes an Obama 2016 Presidential run possible."
The article closes with a comment from Paul Horner, purportedly an administration spokesman.
"Obama is guaranteed to win in 2016 and then we’ll all be able to enjoy this great man for another four years," the article quotes "Horner" as saying. "Things could not get any better for the American people. I’m so stoked!"
So is Obama really going to get around the Constitution to run for a third term?
Nope.
In fact, people passing along this story by email appear not to have noticed that it comes from a satire site called the National Report.
The site’s tongue-in-cheek disclaimer says, in part, that "the views expressed by writers on this site are theirs alone and are not reflective of the fine journalistic and editorial integrity of National Report." The urban-legend investigation site Snopes.com has archived an even clearer disclaimer that has since been removed. The former disclaimer said, "National Report is a news and political satire web publication, which may or may not use real names, often in semi-real or mostly fictitious ways. All news articles contained within National Report are fiction, and presumably fake news. Any resemblance to the truth is purely coincidental."
As it happens, FactCheck.org has been debunking similar "third-term" claims since 2009 -- the first year Obama was in office, when he was still three years away from running, legally, for his second term.
These earlier chain emails tended to focus on the amendment by Serrano. The National Report satire piece is correct to say that Serrano has introduced such legislation, but it’s hardly as recent a development as the article suggests.
As FactCheck.org noted, Serrano introduced a similar measure numerous times during the presidencies of Bill Clinton (1997, 1999 and early 2001) and George W. Bush (2003, 2005 and 2007), with each bill dying in committee without coming to a vote.
"I introduce it as a matter of principle," Serrano told FactCheck.org. "I do not believe there should be term limits for any elected official. Elections should be the deciding factor. I do not receive advice or support on this bill from the White House or any other source."
The current version of Serrano’s repeal bill has, as is typical, attracted no co-sponsors and gone nowhere in committee. No one should be under the illusion that this is an idea going anywhere soon.
We asked a White House spokesman if he wanted to comment. He politely declined.
Our ruling
A chain email now circulating links to an article headlined, "Obama Announces Plans For A Third Term Presidential Run." The article comes from a satire website, and even if Obama wanted to do an end run around the constitutional prohibition, the vehicle to do it -- Serrano’s bill -- has no hope of passage, much less any chance of ratification in three quarters of the states. We rate the claim Pants on Fire.

THIS just shows how pathetically ignorant so many people are, how hungry they are for anything to justify their prejudice, their racism and their hatred of the Obama administration. The most disturbing thing about these people is they probably go to church on Sunday, and actually believe their faith goes hand in hand with their attitudes about and their false, deceptive and manipulative actions against Pres Obama and his administration. Website claims Obama administration hands out pamphlet to help counter veterans shooting up classrooms

On Nov. 12, 2013, a blog called Mr. Conservative posted an alarming headline -- especially so given that it was just one day after the Veterans’ Day holiday.
The story, which was forwarded to us by a reader, was headlined: "Obama Admin. Hands Out Pamphlet: 'What To Do When The Veteran In Your Classroom Attempts A Mass Shooting.'"
The story went on to say that "veterans all across the country are upset" with the Education Department-issued pamphlet. Veterans, the site said, "are taking the stance that this makes it look like ‘all veterans are PTSD-crazed cauldrons of rage.’ "
The Education Department’s defense, according to the post, was that there were already other pamphlets "like ‘What To Do When The Hispanic In Your Classroom Attempts A Mass Shooting,’ ‘What To Do When The Gay Student In Your Classroom Attempts A Mass Shooting,’ and ‘What To Do When The Special-Needs Child In Your Classroom Attempts A Mass Shooting.’"
The article quoted an unnamed representative of the Veterans of Foreign Wars calling the pamphlets "incredibly frustrating" and saying they offered "several asinine recommendations."
Was the story true? A lot of people seemed to think so. A number of blogs and other social media sites referenced or reposted it, and commenters on Mr. Conservative appeared to take it seriously.
"I am ashamed that we are demeaning my fellow veterans in this manner. It seems to be part of Obama's grand scheme to diminish the military," said one. Said another, "What is it going to take to get this guy impeached??? If he doesn't get impeached, nobody will." Other commenters called Obama a "disgusting pig" or worse.
But a few Mr. Conservative commenters wondered whether it was a spoof, and it turns out that they were on to something. It was actually a piece of satire -- one that Mr. Conservative posted without labeling it as such.
Though Mr. Conservative didn’t cite the original source or link to it, some quick Googling enabled us to find the source easily -- a website called the Duffel Blog, which is a satire site aimed at members of the military. Here’s the disclaimer posted on the Duffel Blog’s "About" page:
"We are in no way, shape, or form, a real news outlet. Everything on this website is satirical and the content of this site is a parody of a news organization. No composition should be regarded as truthful, and no reference of an individual, company, or military unit seeks to inflict malice or emotional harm. All characters, groups, and military units appearing in these works are fictitious. Any resemblance to real persons, living or dead, or actual military units and companies is purely coincidental."
Indeed, a cursory glance at the Duffel Blog front page on Nov. 12 suggests that a visitor probably would have been able to figure that out on their own. The headlines included, "Pentagon Proposes New Antarctica Command," "Applebee’s Declares Bankruptcy After Offering Free Alcohol For Veterans Day," and "Paperwork Error Sends Marines To Guard Streets Of Hell" (the last one was datelined, "The Pearly Gates of Heaven").
Just to be sure, we also asked the Education Department, and a spokesman said the pamphlet "is obviously not ours."
An inquiry sent through Mr. Conservative’s website was not answered, and as of publication time, the site had neither taken down the story nor labeled it as satire.
The Duffel Blog’s founder, former Marine Sgt. Paul Szoldra, did not respond to a request, but in 2012, he told Columbia Journalism Review, "I think you have to have a dark sense of humor just to survive. "It’s a way of coping with things beyond your control. Telling jokes or laughing about things you wouldn’t normally laugh at, especially in a combat situation, helps you cope with that kind of stress."
Our ruling
The website Mr. Conservative posted an article that claimed the Obama administration was handing out a pamphlet titled, "What To Do When The Veteran In Your Classroom Attempts A Mass Shooting." The story originated on a satire site and was in no way real -- a truth that could have been easily discovered through a few clicks on the Internet. We rate the claim Pants on Fire.
Editor's note: A few hours after our initial publication, Mr. Conservative appended an update to its post: "Since the original posting of this article, we learned that the original news source that posted this story was not an actual news site but a satirical site. However, the fact that this story is believable, on its face, says something about our government and the society in which we now live."
