Youngkin: Jordanians ‘crashed’ Quantico. Feds: It was an Amazon delivery.
Virginia’s governor has used the arrest of two undocumented men who misunderstood directions to stop at a check-in station to inflame fears over illegal immigration.
“We have folks that have crashed the — illegal immigrants — that have crashed the front gate at Quantico in a box truck, trying to gain access to Quantico,” Youngkin told CNN’s Jake Tapper on Oct. 14 in one of multiple national television appearances — plus speeches at the National Republican Convention and a rally in Virginia with then-Republican nominee Donald Trump — where he has invoked the episode to criticize the Biden administration’s border policies.
Federal prosecutors — who initially charged the pair with misdemeanor trespassing, but later dropped those charges — say that, while the Jordanians were in the country illegally and are in the process of being deported, they did not crash the gate or intend to do any harm at Quantico.
Mohammad Dabous, working for an Amazon subcontractor, was trying to make a delivery to the post office in the town of Quantico, which can only be accessed through the gates of the military base, Special Assistant U.S. Attorney Alexander Amico, who handled the case, said in a court filing. Hasan Hamdan was a passenger in the truck.
“Marine Corps … agents spoke with Mr. Dabous’s supervisor at the subcontractor delivery company, who confirmed Mr. Dabous’s employment and verified the scheduled authorized delivery to the Northern Virginia town of Quantico on May 3, 2024,” Amico wrote in a motion filed Sept. 13 in U.S. District Court for the Eastern District of Virginia.
The same filing noted that neither man had any known terrorist links. “The FBI has not identified any national security concerns regarding either defendant,” wrote Amico, who also said he consulted the Department of Homeland Security and Immigration and Customs Enforcement. “Neither defendant is on the watch list.”
At Quantico’s main gate on Fuller Road, Dabous presented officials with a delivery manifest and photo identification, then drove the vehicle toward a holding area as directed, according to Amico’s filing. Things went awry there, as Dabous continued toward the entrance of the base that encompasses the Prince William County town of 582 residents and failed to stop at the holding area for an inspection. Military police deployed “denial barriers” to prevent the truck from crossing into the base.
Hamdan’s lawyer said in a court filing that the men speak limited English and misunderstood the directions about the holding area. Dabous stopped the truck before reaching the barrier, so there was no crashing or ramming of the gate, filings from the defense and prosecution said. He then moved the truck back to the holding area as directed, where an inspection turned up no weapons or contraband.
Quantico officials issued Dabous and Hamdan citations for trespassing, a petty offense punishable by a maximum six months in jail and a $5,000 fine. They then turned the pair over to ICE because of their immigration status. The men were later released on bond from ICE custody.
The U.S. attorney’s office dropped the charges Oct. 3, but the deportation proceedings continue.
“I am glad that the government did the right thing by dismissing the case,” Courtney Dixon, the assistant federal public defender who represented Hamdan, said in an email to The Washington Post.
Dwight Crawley, who represented Dabous, declined to comment. Amico did not respond to a request for comment. Federal officials declined to identify the Amazon subcontractor who employed one or both of the undocumented immigrants. Officials with Amazon did not respond to a request for comment. At first the episode drew the kind of media attention typical of criminal cases involving misdemeanors. Which is to say, none at all.
That changed when Matt Strickland, a Virginia military veteran, Republican activist and grilled-cheese restaurateur known for bucking the state’s coronavirus pandemic restrictions, wrote about the incident on Facebook.
“Terror attacks are coming soon. A box truck just ran through the gate at Quantico Marine Corps Base. Even if nothing was found in the truck, it’s a problem. That’s what we call a dry run,” he posted May 6.
Alongside that, Strickland posted an image of a text message saying that a box truck had recently “run the gate” with two men inside, one with a Virginia driver’s license, the other “a known Jordanian terrorist who just crossed the border not 3 days prior.” Federal officials have not publicly disclosed how either man entered the country.
Strickland told The Post last week that the text came that from a Quantico employee he knows. “It wasn’t just somebody who works at the PX,” he said, referring to the local market, or “post exchange,” at the base. “They would know about this. … So I put it out on social media, and it kind of spread like wildfire. I didn’t expect it to.”
His post got picked up by the news site Potomac Local News, which posted a story May 10 stating that “multiple sources” said one of the men “is on the U.S. terrorist watch list.” The New York Post followed up with several articles, including one that speculated in the headline that the incident was a possible “ISIS dry run.”
On May 22, Youngkin got involved. He demanded a briefing from federal officials in a letter to President Joe Biden, which the governor posted on X. The governor acknowledged in the letter that “federal partners” had already shared some information with the state, but noted that they “did not engage with Virginia officials” until May 16 — nearly two weeks after the fact and “after the event had received national media coverage.” He still had many questions, Youngkin wrote.
“Basic information regarding how these men entered the country, if terrorism is being considered as a motive, and the contents of the box truck that attempted to enter Quantico, should be made public,” he wrote. “At this point, I cannot even begin to adequately assess the true nature of these potential threats — let alone take the necessary action to fulfill my duties as Chief Executive and Governor of the Commonwealth.”
Republican members of the U.S. House Committee on Homeland Security followed up with a letter of their own the day after Youngkin’s, seeking information from Homeland Security Secretary Alejandro Mayorkas, Defense Secretary Lloyd Austin and FBI Director Christopher A. Wray.
Committee members have not received answers to their questions, according to two committee aides, who spoke on the condition of anonymity because of the sensitive nature of the issue. Youngkin spokesman Christian Martinez said the governor never got a response.
The White House press office did not respond to a request for comment.
In interviews and speeches, Youngkin has routinely mentioned the Jordanians at the Quantico gate as part of a trio of problems — along with fentanyl overdoses and sexual assaults — that he attributed to Biden’s border policies. He also has sought to connect the incident to breaches of other military facilities.
“Just a few months ago, Quantico Marine Corps Base’s front gates were literally rammed by two Jordanian illegal immigrants in a box truck trying to get into the base,” Youngkin told a breakfast gathering of GOP activists at the Republican National Convention in Milwaukee in July. “It’s happened to bases in California. It’s happened all over the country. We have people coming across the border who want to do our nation harm. We must stop it.”
Though court filings have since shown that the men have been cleared of wrongdoing beyond their illegal presence in the country, Youngkin seems unlikely to give up the talking point, relaying it as a cautionary tale about illegal immigration and potential terrorism.
“President Joe Biden’s Justice Department has quietly dismissed the charges without acknowledging what truly matters — two illegal Jordanian immigrants came dangerously close to breaching the premier Marine Corps Base Quantico, just outside our nation’s capital,” Martinez said in an email to The Post on Thursday.
And the inflated version of the story has gained a life of its own among GOP leaders outside of Virginia, who see it as a way to blame Democrats for illegal border crossings that soared under Biden during a mass exodus of migrants from Venezuela and other countries.
“Notwithstanding the dismissal of these charges, Americans deserve answers on why these two individuals were here illegally,” Rep. Mark Green (R-Tennessee), chairman of the Homeland Security Committee, said in an email to The Post, which claimed one of the men “entered through the Southwest border, claimed asylum, and was released into the interior just a month before the incident at Quantico.”
“The circumstances surrounding this event remain concerning, and I urge the Biden-Harris administration to respond without further delay to Congress and the American people,” Green’s email said.
Strickland, who got the terrorism rumor rolling on Facebook, said he is not sure what to think now that the charges have been dropped.
He remains wary, having spent years in Afghanistan and Iraq with the Army and as a Blackwater contractor. But he also thinks it is possible that the whole thing was just “an honest mistake” by a pair of delivery drivers with limited English.

WikiLeaks suspect's treatment 'stupid,' U.S. official says 12MAR11
I would like the White House to explain the difference between the detention for 14 months and now the charging of Alan Gross in Cuba for "helping increase the free flow of information to, from and among the Cuban people" and the detention for 9 months with charges yet to be filed against Bradley Manning for allegedly doing the same thing. The Obama administration also has to explain their campaign against Wikileaks for their release of the Collateral Murder video, the Afghan War Diaries, the Iraq war documents and the release of the diplomatic cables, all done to increase the free flow of information to, from and among the American people and the people of the world. This hypocrisy can not stand, and the Cuban government, which I do not support, would be right to challenge the U.S. government on the hypocrisy of their statement. State Department spokesman P.J. Crowley has called the treatment of WikiLeaks suspect Bradley E. Manning, an Army private whom military jailers forced to sleep naked for several days last week, "ridiculous and counterproductive and stupid."
Crowley made his remarks Thursday to a small audience in Cambridge, Mass., during a talk on "the benefits of new media as it relates to foreign policy," according to Philippa Thomas, a BBC reporter who is a Nieman journalism fellow at Harvard University, writing in her personal blog.
President Obama, asked Friday about Crowley's statement, said he had made inquiries about the conditions of Manning's incarceration. "I have actually asked the Pentagon whether or not the procedures that have been taken in terms of his confinement are appropriate and are meeting our basic standards. They assured me that they are," Obama said.
Crowley's remarks reflect a "personal opinion" and are not an official U.S. government policy position, a State Department official said.
Military officials have said the measures were taken to prevent Manning from harming himself, but his lawyer cast it as a punitive step in reaction to a "sarcastic" comment Manning made about his confinement.
Manning, 23, has been held in pre-trial confinement at a Marine Corps base at Quantico since July. For most of that time, he has been in maximum-security custody and under "prevention of injury watch." He is held in his cell for 23 hours a day and is required to give up his jumpsuit uniform at night. On Friday, officials said he is now given a sleeping garment at night.
Manning has been charged with sharing classified information with an unauthorized party, understood to be the anti-secrecy group WikiLeaks, and with "aiding the enemy," a capital offense. Army officials have said they will not seek the death penalty.
In November, when WikiLeaks began releasing thousands of leaked diplomatic cables, Secretary of State Hillary Rodham Clinton condemned the disclosure as "not just an attack on America's foreign policy interests," but also an attack "on the international community - the alliances and partnerships . . . that safeguard global security and advance economic prosperity."
But reports of Manning's treatment in custody have prompted the United Nations special rapporteur on torture to make inquiries of U.S. officials. The State Department confirmed last week that officials had met with the special rapporteur and were preparing a formal response.
Manning's father, Brian Manning, this week called his son's treatment "inexcusable" and "degrading." In an interview with a PBS "Frontline" correspondent, he said, "This is someone who has not gone to trial or been convicted of anything. They worry about people down in a base in Cuba, but here they . . . have someone on our own soil, under their own control, and they're treating him this way. . . . It's shocking enough that I would come out of our silence as a family and say . . . you've crossed a line. This is wrong."
Col. David Lapan, a Pentagon spokesman, said in an e-mail that "none of the conditions under which PFC Manning is held are punitive in nature. All are based on his particular circumstances as a maximum security pre-trial detainee."
He said that Manning's circumstances are regularly reviewed and that they comply "in all respects" with U.S. law and Defense Department regulations.

After suffering through nine months of solitary confinement, physical and psychological abuse, 23 year-old Pfc. Bradley Manning was slapped by the Army this week with an additional 22 criminal charges, including “aiding the enemy,” which is punishable by death.
The military has not said who the enemy is, or how they were aided. Apparently, they believe that the enemy is the truth, and they are desperate to keep it from infecting U.S. public opinion.
Last May, Bradley was accused of releasing to WikiLeaks the infamous Collateral Murder video showing U.S. soldiers killing wounded civilians and journalists from an Apache helicopter in Baghdad, Iraq. The new charges include the so-called Afghan War Diaries, the Iraq War Logs, and additional U.S. diplomatic cables that have also been released by WikiLeaks.
These documents have added significantly to public knowledge of war crimes, civilian casualties, and government corruption. Some of the released cables have even contributed to recent democratic uprisings, in particular the revolution in Tunisia, which has sparked popular rebellions throughout the Arab world. WikiLeaks’ director Julian Assange has been nominated for a Nobel Peace Prize for the presentation of this information. Meanwhile, Bradley Manning is being held in inhumane conditions in the Marine Brig at Quantico, Virginia
Since being informed that he will be charged with a capital offense, Bradley has been forced to be naked for seven hours during the night and to stand at attention completely naked in the morning. Military spokespersons acknowledge that this is happening, but refuse to offer an explanation. Is the military afraid Bradley will use his underwear to hang himself before they get the chance to do so? Or is this really just another way for the military to show Bradley that he has been stripped of all rights and protections – that he remains totally at their mercy?
“This type of degrading treatment is inexcusable and without justification. It is an embarrassment to our military justice system and should not be tolerated,” declared Bradley’s civilian attorney David Coombs.
Reportedly, the Army has not been able to establish any connection between Bradley Manning and Assange or WikiLeaks, and Bradley has not cooperated with the prosecution. It’s likely that the military has little evidence to convict Bradley. They may feel the need to “break him” in order to extract a confession, and to gain his cooperation in the case against WikiLeaks. Perhaps they are also worried that he might be acquitted at trial, and want to punish him severely during pre-trial confinement.
The U.S. government and military are also sending an ominous message to those who would dare expose the dirty underbelly of U.S. foreign policy: you will be our enemy and we reserve the right to kill you. Illegal U.S. wars against other nations are morphing into wars against U.S. soldiers and civilians, anyone who might follow their conscience and obey international law.
Tonight Bradley Manning may be forced once again to stand at attention, totally naked before his accusers. But it is the U.S. government and military who are being stripped of all pretense and credibility. Their crimes against civilians in Iraq, Afghanistan, Pakistan and Yemen are being exposed. They have been caught torturing prisoners at Abu Ghraib in Iraq, at Bagram Air Force Base in Afghanistan, at Guantanamo Bay in Cuba, and now in Quantico, Virginia, where they are torturing Bradley Manning.
But the military brass are only digging themselves into a deeper hole. Bradley Manning is not going away and neither are we. We will fight even harder now for his freedom. We will work even harder now to expose the truth about U.S. wars and occupations. We Are ALL Bradley Manning!

They have been caught torturing prisoners at Abu Ghraib in Iraq, at Bagram Air Force Base in Afghanistan, at Guantanamo Bay in Cuba, and now in Quantico, Virginia, where they are torturing Bradley Manning.

Call the White House Thursday to voice your support for accused WikiLeaks whistle-blower US Army PFC Bradley Manning, specifically that his human rights be respected by the Quantico, Virginia, brig authorities. Bradley has been held in solitary confinement-like conditions for over eight months, and his trial is still months away. This American citizen-soldier has been convicted of no crime, yet continues to endure inhumane conditions of pre-trial confinement like no other inmate at the Quantico brig. White House press secretary Robert Gibbs recently stated that the White House was not paying attention to Bradley Manning's extreme confinement conditions, or the fact that recent pre-approved visitors of Bradley's have been detained and interrogated by military police in order to block their scheduled visit. It is critical that we educate the White House of this ongoing injustice!

Yet, he has been subjected to continuous illegal pre-trial punishment since his arrest in May 2010. Based on these abuses alone, Manning should be freed pending court martial.
- Military pre-trial confinement is supposed to be about ensuring a soldier's presence at court martial, yet for eight months now Manning has been subjected to extreme pre-trial punishment through the arbitrary use of rarely applied regulations--specifically the "maximum security classification" and the "prevention of injury" order. If he is not freed pending court martial, then at the very least, Manning's human rights need to be respected, and the illegal pre-trial punishment must end.

QUANTICO, Virginia, 28 January 2011 -- Supporters of accused WikiLeaks whistleblower US Army PFC Bradley Manning are calling for Manning's detention status to be changed from maximum to medium security, that the "prevention of injury" (POI) order be lifted, and for the military to cease using "suicide watch" for punitive purposes. Without cause, Manning is the only inmate at Quantico subjected to either "max" confinement or POI. The lifting of these classifications would allow Manning to move outside his cell without restraints, perform jobs within the brig and have social interaction with other inmates.
This week the Marine Corps replaced brig commander Chief Warrant Officer 4 (CWO4) James Averhart with Chief Warrant Officer 2 (CWO2) Denise Barnes, stating that the change was a pre-planned rotation that was not "situationally driven."
"Pre-trial confinement is supposed to be about ensuring a servicemember's presence at court martial, yet for eight months now Bradley Manning has been subjected to extreme pre-trial punishment through the arbitrary use of the maximum classification and the 'prevention of injury' order. We certainly hope that the new Quantico brig commander will finally treat Manning as other inmates," stated Jeff Paterson, Oakland, California-based project director of Courage to Resist and a member of the Bradley Manning Support Network.
"There have been consistent abuses of discretion in the case of Bradley Manning," said Kevin Zeese, a Washington DC attorney and steering committee member of the Bradley Manning Support Network. "The previous commander abused his discretion so that Manning was punished rather than being treated like a typical pre-trial detainee. We have seen consistent cruel and unusual punishment of Manning."
Bradley Manning's attorney, David Coombs of Rhode Island, filed a complaint last week asserting that CWO4 James Averhart abused his discretion by placing Manning on an unjustified, punitive suicide watch regime for two days immediately after 150 supporters of Manning's rallied at Quantico's main entrance on Martin Luther King, Jr. day.
Coombs yesterday catalogued in detail the fact that Manning's conditions of pre-trial confinement have been radically different than what has been described by military spokespersons.
"Despite the assertion of Pentagon Press Secretary Geoff Morrell, PFC Bradley Manning is not being treated like every other detainee at the Quantico brig. Morrell stated during today's Pentagon briefing that PFC Manning's 'confinement is not in the least different from the manner in which anyone else at the brig is being held.' This statement is patently false," notes Coombs on his blog. Coombs also explained that his client was the only detainee at Quantico held under the maximum custody regime or the highly-restrictive "prevention of injury watch" order.
Concerns for Manning's human rights have been rising this week. Amnesty International wrote Defense Secretary Gates urging a review of Manning's pre-trial confinement conditions, a former commander at Quantico raised questions about the unusual conditions, and Manning's confinement was addressed in a White House press briefing. Meanwhile, the United Nations Special Rapporteur on Torture continues to investigate the situation.
Over 50,000 people from around the world have already helped pay $110,000 toward Manning's legal defense, signed the public "We Stand with Bradley Manning" statement that will become a full-page New York Times newspaper ad, and/or have signed an online petition in support of Manning's human rights.
"If we're to believe the charges against Bradley Manning, it's clear that this is a textbook example of a whistle-blower acting in the interests of an informed democracy. He certainly deserves support," added supporter Jeff Paterson.

WHEN a government is afraid of it's own people and is afraid of the truth and afraid of what will happen when truth and the people find each other, then that government will turn on it's own people with cruelty, brutality and illegality. This has been the reaction of the Obama administration in response to Bradley Manning exposing war crimes in Iraq, most notably Collateral Murder, and in their response to Wikileaks exposing the lies, manipulation, corruption and propaganda campaigns with their release of "diplomatic" cables. Beaking news: David House, supporter and personal friend of Bradley Manning, traveled to Quantico with journalist Jane Hamsher to visit Manning earlier today. Though House is an approved visitor, he was prevented from seeing Manning. They were detained for over 40 minutes. House and Hamsher communicated their detainment via Twitter status updates.In addition to visiting Manning, House was planning to deliver a petition with 42,000 signatures calling for the humane treatment of Bradley Manning. Military officials demanded Hamsher’s Social Security number and prevented her from leaving the base. Their car was then searched and impounded. House was unable to visit Manning.
Manning’s prolonged solitary confinement and confined to his cell for 23 hours per day for 7 months, conditions which many have likened to torture and have resulted in enormous public outcry. Manning’s lawyer has formally protested the conditions. For two days earlier this week, Manning was placed on “suicide watch” against the advice of two psychiatrists, only days after 150+ protesters gathered at Quantico. During that time, he was stripped of all clothing except his boxer shorts, his prescription glasses were confiscated and he was held in his cell for 24 hours per day. The UN special rapporteur on torture is investigating allegations of mistreatment and Amnesty International has a written a letter to Defense Secretary Robert Gates protesting Manning’s pre-trial confinement conditions.
Jeff Paterson, steering committee member for the Bradley Manning Support Network, responded:
“Having experienced solitary confinement in a military prison personally, I can tell you that denying Manning his one opportunity for a personal visitor is nothing short of cruel. I am concerned that Quantico’s actions today are retaliatory in nature as a result of the criticisms and recent public protests against Manning’s confinement conditions. Quantico is sending a message to supporters: if you speak out against these conditions, we will make things harder on Manning. “
Kevin Zeese, who also serves on the steering committee of the Support Network, added: “These tactics by the military will only result in a wider outcry and more action on the part of Bradley Manning’s supporters.”

From 1:00 – 1:30 MP’s took their ID’s and made them sign a form that they could not deviate to the brig or else they would be trespassing. At this time, one of the MP’s asked for Hamsher’s insurance card. Hamsher attempted to produce a digital copy of the card, at which point MP Gunnery Sgt. Foster informed Hamsher that her car would be towed. House and Hamsher offered to drive away off the base but were denied, despite being detained only ten feet inside the base’s perimeter. The MP’s took the Social Security numbers, phone numbers and addresses of House and Hamsher.
Around 1:40 the tow truck arrived and MP’s instructed House and Hamsher to leave their vehicle, informing them that their vehicle would be searched. At 2:00 pm House observed military officers arriving and entering the MP outpost which oversaw his detainment. House expressed concern that he would miss Manning’s visiting hours but was informed that he could neither exit nor move forward to the base. No explanation for House and Hamsher’s detainment was provided until at 2:50 when they were informed they could leave the base. They were detained for two hours up until Manning’s visitation time period was set to expire at 3:00.
