 ERASING ANYTHING PALESTINIAN: ISRAEL'S ETHNIC CLEANSING OF WEST BANK BEDOUIN AND HERDING COMMUNITIES

Palestinian Bedouins lived for generations in the occupied West Bank village of Khirbet Zanuta (Zanuta), sustaining themselves through herding, farming and dairy production. The village was designated as part of Area C under the 1995 Oslo II Accords, placing it under full Israeli military and administrative control. Today, Zanuta is being eaten away by Israeli outposts and settlements and destroyed by state-sponsored violence and terror.

Just 1km from Zanuta, Israeli settlers established an illegal outpost known as Meitarim Farm in 2021. The settlers soon began a sustained campaign of violent attacks and threats against Zanuta’s residents. They set fire to the villagers’ tents and classrooms, broke into their homes, beat them with rifles, threw stones at them, smashed their solar panels and windows, emptied their water tanks and pumped sewage onto their farmland.

The story of Zanuta reflects the fate of dozens of Palestinian Bedouin and herding communities already displaced or at imminent risk of displacement in Area C.

This report lays bare the scale and severity of the ethnic cleansing campaign targeting these communities, carried out in a context of apartheid and unlawful occupation and against the backdrop of an ongoing genocide in the occupied Gaza Strip.

The report also demonstrates—contrary to what too many in the international community suggest—that the campaign is not the product of “rogue” settlers, settlers’ organizations, or “extremist” government ministers.

In other words, settler violence is not an aberration but an integral part of an organized state policy.

The report demonstrates that the ethnic cleansing campaign in Area C is state-sanctioned, state-driven and state-implemented; it seeks to accelerate the Israeli government’s annexation agenda and settlement expansion through war crimes and crimes against humanity.

As such, the report’s conclusions demand that the international community fully confront and name the Israeli state-driven project and act decisively to prevent the destruction of Palestinian communities and the annexation of the West Bank.

Less than a month into his job, the new United States ambassador to South Africa delivered some harsh words against the government.

He claimed that South Africa had more than 150 laws “aimed against whites,” and that the Trump administration was “running out of patience” with the South African government.

He made veiled comments about South Africa’s president, Cyril Ramaphosa, subtly accusing him of “insulting our president,” an apparent reference to Mr. Ramaphosa’s criticisms of President Trump in a recent interview with The New York Times. And he rejected a South African court’s ruling that an anti-apartheid song was not hate speech. “I don’t care what your courts say,” said the ambassador, L. Brent Bozell III, speaking at a business forum in the Western Cape Province.

After making those statements, Mr. Bozell was summoned by the foreign minister on Wednesday to explain his “undiplomatic remarks.”

This latest clash between the United States and South Africa illustrates how deeply relations between the two governments have fallen. Early last year, South African officials worked hard to explain their policies to the Trump administration, eager to find common ground with their nation’s second-largest trading partner. They sent envoys and requested meetings.

Now, South Africa appears to have given up trying to reason with Trump officials on subjects like the killing of white farmers, government land seizures and laws meant to redress the legacy of apartheid. “We will not be bullied,” Mr. Ramaphosa said in his state of the nation addresses last month and last year.

South African officials have realized that “trying to explain or clarify or debunk those negative narratives is a largely futile exercise,” said Ziyanda Stuurman, a Cape Town-based adviser at Africa Practice, a strategic advisory firm. “Ultimately, right now, I think that the relationship is in a state of managed decline where neither side will climb down from their view of the other.”

This icy posture with the United States carries great risk for South Africa, a much smaller country. But South Africa also has a history of diversifying its alliances with the hope of making itself less reliant on global superpowers. That strategy of seeking out like-minded middle powers has become more pronounced amid global disruptions caused by Mr. Trump, analysts say.

On the same day that Mr. Bozell made his remarks, Mr. Ramaphosa was on a state visit to Brazil, where its president, Luiz Inácio Lula da Silva, suggested that their nations deepen defense cooperation. “I don’t know if Comrade Ramaphosa realizes that if we don’t prepare in terms of defense, one day someone might invade us,” he said during a joint news conference.

“We have a lot to learn from each other,” Mr. Ramaphosa replied.

As the leader of Africa’s largest economy, Mr. Ramaphosa has long trumpeted the role of middle powers on the global stage. In his interview last month with The Times, he criticized what he described as attempts by some countries to dominate others using economic pressure and other levers.

“We’ve now arrived, and it is wrong for us to keep on being locked out of the door,” he said. “Much as we are small or middle power countries, respect us as well and deal with us on the basis of respecting our sovereignty and seeking to advance the interests of all.”

But Mr. Ramaphosa and his government have been accused, even by allies, of not always practicing what they preach. After Russia invaded Ukraine four years ago, South Africa walked back its initial statement that Russian troops should withdraw, a move that angered its European partners.

Mr. Ramaphosa also drew condemnation this month for sending a condolence letter to the Iranian Embassy after the country’s supreme leader was killed by U.S.-Israeli bombings.

South Africa’s critics have argued that its claims of nonalignment have been used as a tactic by the governing party, the African National Congress, to maintain alliances with apartheid-era allies that the West now views as enemies, like Cuba and Russia.

“Nonalignment is used to pretend neutrality as cover for aligning with anti-Western interests,” Joshua Meservey, a senior fellow at the Hudson Institute, a conservative think tank, wrote in a thread on X. “SA has openly aligned against the US on key issues for decades, something the US ignored until recently.”

At the business conference, Mr. Bozell said he was also concerned about “South Africa’s growing engagement with some of America’s greatest adversaries,” an apparent reference to Tehran.

After his meeting with South African officials, Mr. Bozell clarified his remarks on social media on Wednesday, in an effort to bring down the temperature. But the substance of his comments has not changed.

“If the U.S. ambassador sticks to his guns on these issues,” said Priyal Singh, a senior researcher at the Institute for Security Studies, a South African think tank, “it’s definitely going to be a tough couple of years for South Africa and the U.S.”

SpaceX’s town in Texas warns residents may lose property rights

The newly formed city of Starbase will vote on zoning changes this month.

Homer Pompa has lived in a rural area on Texas’s southernmost tip, near the U.S.-Mexico border, for more than a half-century. Since 2014, the 75-year-old Brownsville native has watched his tiny coastal community transform into ground zero for Elon Musk’s SpaceX and its billion-dollar effort to colonize Mars.

Then, last month, more than 200 people — many of them SpaceX employees — voted to turn Pompa’s parcel of land and parts of unincorporated Boca Chica Village into a city named Starbase. Weeks later, the disabled Vietnam War veteran received a letter from the newly created city informing him that he is at risk of losing the “right to continue using your property for its current use” as the city reviews its zoning.

Pompa, who described feeling “caged in” by SpaceX’s near continuous development in an interview with The Washington Post, said he now worries he will lose his home.

“This is like heaven to me,” he said. “Musk wants to take heaven away from me.”

The city of Starbase and SpaceX did not respond to requests for comment.

A new city emerges

On May 21, the city of Starbase said in a notice to Pompa and some other residents that officials were considering a new zoning ordinance and map. The recipients own property in parts of Starbase that fall under the proposed “Mixed Use District,” which “allows for a blend of residential, office, retail, and small-scale service uses,” according to the notice, signed by City Administrator Kent Myers.

Attached to the letter was a proposed zoning map identifying which parts of the city would fall under each of three classifications: a mixed-use district, an open space district and a heavy industrial area. Pompa’s property — which includes a deck overlooking the Rio Grande, from which he’s watched dozens of SpaceX test flights — falls in the proposed mixed-use district.

Pompa and other South Texas residents have expressed fear at what they see as encroachment by Musk, the world’s richest person and until recently a central figure of President Donald Trump’s administration. But land use experts said the changes outlined in Starbase’s letter are typical of those made by a new town.

“Texas gives local governments a lot of responsibilities and rights. One of them is, if they so choose, they can put zoning ordinances in place,” said Emilio Longoria, a professor at South Texas College of Law Houston. “It is not suspicious that Starbase, being a newly incorporated municipality, would want to put a land use regulation in place like zoning.”

But Longoria noted that zoning can place “an immense burden on landowners” because it regulates how they can use their properties. Zoning inherently takes away property rights, he said.

“The question is, how much will be taken away and under what terms?” Longoria said.

Kellen Zale, a professor at the University of Houston Law Center, cautioned that Texas has strong protections for private property owners. Those include a section of Texas’s rules for local government that says a municipality incorporated after Sept. 1, 2003, may not bar a person from “continuing to use land in the area in the manner in which the land was being used on the date of incorporation if the land use was legal at that time.”

Robert Paterson, a professor at the University of Texas at Austin School of Architecture, said he expects the city commission to “grandfather the existing uses” of the property owners’ homes — allowing the residential areas to remain residential.

“That’s what most cities in Texas would do. They would not push people out of their homes,” Paterson said.

Officials plan to host a public hearing on the zoning ordinance on June 23 at Starbase’s temporary city hall — located steps from SpaceX’s production facility — to hear public comments and potentially adopt the proposal.

Challenges from local and environmental groups

The changes to Starbase extend beyond the city’s zoning ordinance. This week, the Texas legislature approved a measure that would formally grant the city the power to shut down Boca Chica Beach for SpaceX launches. Lawmakers passed the bill, moments before ending its biennial session, over the objections of the local Indigenous community and environmental groups.

“It feels like every day, SpaceX is moving faster to colonize our region,” said Bekah Hinojosa, co-founder of the South Texas Environmental Justice Network. “Now that Trump is in office, just in the last few months, we’ve seen SpaceX become their own company town, increase launches. Now they’re taking over control of our beach.”

“They’re pushing fast and hard to take over very quickly,” Hinojosa added, calling SpaceX’s arrival a “disaster” for the local community.

Although the company has brought more than 3,000 jobs to the region, residents and environmental advocacy groups have raised concerns about the impact of the company’s launch complex on the local environment. One local group, SaveRGV, filed a lawsuit last year accusing SpaceX of polluting the waters at Boca Chica Beach. The group dropped the lawsuit in February.

In 2024, the Environmental Protection Agency fined SpaceX nearly $150,000 for violating the Clean Water Act by discharging hundreds of thousands of gallons of wastewater into wetlands near the launch site without a proper permit. SpaceX said it settled the matter with the agency, despite disagreeing with the findings, The Post previously reported.

Juan Mancias, chairman of the Carrizo/Comecrudo Tribe, said Musk and the state’s lawmakers don’t realize how sacred Boca Chica Beach is to the tribe, noting that the 8-mile stretch of sand is the site of their creation story.

“In our language, we call it ‘ma’yapia,’” he said. “This is a mothering place. A lot of babies were born here during those times.”

Hinojosa accused Musk and state officials of ignoring her group.

“We ask for meetings, and they don’t respond to our meeting requests,” she said. “We’ve done everything. We’ve hired our lawyers, sent letters. We’ve filed lawsuits. We’ve sent public comments. We’ve gone to city, county meetings.”

Mancias and Hinojosa said they both plan to attend the June 23 hearing.

“We just want to be treated like human beings,” Mancias said.
