The United States must prevent a repeat of the merciless and cruel retaliation against civilians last year. |

Just hours ago, the International Criminal Court issued a second warrant for the arrest of Sudan's President Omar al-Bashir for three counts of genocide.
Last year when the ICC issued its first warrant for Bashir for crimes against humanity and war crimes, Bashir cruelly retaliated against civilians in Darfur by expelling over a dozen international aid groups and forcing an emergency response by the United Nations and others to prevent a humanitarian catastrophe in Darfur.
Today's decision by the ICC to issue a second warrant for the arrest of Sudanese President Omar al-Bashir for three counts of genocide against the Fur, Masalit and Zaghawa people of Darfur is a big step towards justice and accountability for the people of Darfur.
The United States and the international community must vigilantly monitor for any threats or acts of violence or other repression against civilians, Sudanese human rights activists, aid workers or peacekeepers.
In the critical coming days, we'll pressure President Obama to ensure that Darfuris are protected and peace efforts are redoubled. We'll lean on world leaders to bring Bashir to justice, negotiate a peaceful resolution to the conflict in Darfur and press for full implementation of the Comprehensive Peace Agreement in its last stages. But we can't do it without you.
Our vigilance is even more critical as the arrest warrant comes during a spike in violence in Darfur and in the midst of a crackdown by the Government on Sudan on human rights and political freedoms following the rigged elections this past April. It is imperative that the ICC warrants are not manipulated by the Government of Sudan to disrupt or distract from the Darfur peace process or preparations for the upcoming referendum on southern secession. Urge President Obama and Secretary Clinton to lead the world to support justice for Darfur and prevent new retaliation by the Khartoum regime.
Thank you for all you do.
Sincerely,
Mark Lotwis
