The most recent example of a non-violent movement working is that of the women of Liberia, tired of the brutal violence of that civil war, who took action in country and also followed the waring factions to the peace talks in Ghana and forced an agreement. The final article is about these beautiful, brave women of Liberia.
In any in-depth conversation about the effectiveness of nonviolence as a strategy, this question always comes up: Would these nonviolent strategies have worked against the Nazis? What about Hitler?

Even the great Mohandas Gandhi – progenitor of modern nonviolence – knew that nonviolence against Hitler would cost many lives.

“The doctrine of Satyagraha works on the principle that you make the so called enemy see and realize the injustice he is engaged in. It can work only when you believe in God and the goodness of the people to see that they are wrong. As a satyagrahi, I do believe that non-violence is a potent weapon against all evils. I warn you however, that the victory will not come easy- just like it will not come easy with violent methods such as fighting with weaponry.”

Jørgen Johansen, a lecturer in conflict studies, has led nonviolence trainings in Israel, Mozambique, India, and Chechnya. He recently posted an essay called Hitler and the Challenge of Non-Violence that briefly takes on this issue.

“What effect could nonviolence have had against Hitler?” says Johansen. “This is one of the most frequent questions I get when I lecture on nonviolence. And it is a good one. To answer we need to look at different phases of the conflict and recognise the complexity of a world war.”

The German army was well prepared to meet armed resistance, but less able to cope with strikes, civil disobedience, boycotts and other forms of nonviolent action. A famous example is when the Norwegian teachers were told to join the Nazi party and teach Nazism in schools or face the consequences. When 12,000 teachers signed a declaration against the new law, 1000 were arrested and sent to prison camps. But the strike continued and after some months the order was cancelled and they were allowed to continue their work. In a speech, Quisling summarised: “You teachers have destroyed everything for me!” We can just imagine what would have been the consequences if many professions had followed in the footsteps of these teachers. Or if they had prepared such actions well in advance and even had exercises prior to the invasion.

Independent news is crucial for any opposition movement. That is why censorship is enforced when a regime wants to control the masses. Despite threats of brutal punishment, illegal newspapers were published by many clandestine groups in occupied territories during WWII. In France the first leaflet was published as early as September 1940. In Munich, the “White Rose” students initiated a leaflet campaign from June 1942 to February the following year calling for active opposition to Hitler’s regime. The original group was arrested and executed but later their manifesto was distributed in Scandinavia and the UK and even dropped over Germany from Allied planes. What would have been the result of such actions if they had been well planned and executed in most cities suffering under German atrocities?

Despite massive propaganda and brutal punishment for those who refused to take part, many opposed this genocide. In Denmark almost all Jews survived because they were helped by the resistance movement to escape to Sweden and avoid the gas chambers.

In Bulgaria most of the country’s 48,000 Jews were saved when leaders of the Orthodox Church and farmers in the northern stretches of the country threatened to lie across railroad tracks to prevent Jews from being deported. This pressure encouraged the Bulgarian parliament to resist the Nazis, who eventually rescinded the deportation order, saving almost all of the country’s 48,000 Jews.

Even in Germany itself people opposed the arrests. In one famous example 6000 “Aryan” German women took part in a nonviolent protest in February and March 1943, outside the prison in Rosenstrasse in Berlin, to get their Jewish husbands and friends released. Thanks to these brave women 1700 prisoners were indeed released. These examples illustrate that some groups have more impact than others. It was difficult for the Nazis to attack German women.

”What effect could nonviolence have had against Hitler?” This is one of the most frequent questions I get when I lecture on nonviolence. And it is a good one. To answer we need to look at different phases of the conflict and recognise the complexity of a world war. I see no good arguments why the answer should focus solely on the early phase of WWII, when the Nazi army was at its strongest. Neither will I avoid what could have been done, and was done, during those years.

I have often wondered what Europe would have looked like in the first half of the twentieth century if Akademie der Bildenden Künste in Vienna had admitted the young Adolf, who twice tried to be accepted as a student! We will never know. More seriously we need to study some of the reasons for his popularity in the '30s. There is no doubt that the enforced ”Surrender Diktat” from Versailles - not a peace agreement by any decent standards - had a terrible impact on the German people. To humiliate the losers and dictate their future policy from abroad invited backfire and revenge. None of my students in Peace Studies would have passed if they had delivered such a proposal for an agreement after a world war!
Paving the way for war

But it was not only that humiliation that made it possible for the Nazi regime to come to power. Three other important factors were the economic crises in the '20s and '30s, the racist ideology, and the culture of ”Prussian Obedience” that flourished in the same period.

For Hitler, arms production was a way to reduce unemployment and poverty. Everyone saw what was going on, but no steps were taken to change that policy. What if, twenty years earlier than 1948, the US and other countries had delivered a package of economic support similar to the European Recovery Program (named the Marshall Plan after the then US Secretary of State, George Marshall)? What would the impact have been if that scale of economic stimulus and not armaments had been an option? But the willingness to help was not present. It took another twenty years until the help arrived.

The racist ideology that certain peoples are worth more than others cannot be defeated by military means. That must be done by education, public debate, and bringing up new generations in a spirit of enlightenment. Anti-semitism, of course, was by no means confined to Germany. And German fascism successfully targeted many others as outcasts from society, including leftists, Roma, the disabled, and homosexuals. One has to wonder whether Hitler’s rise would have been possible if such discrimination had been strongly contested in the international community. Yet as we know, Establishment sentiment in the rest of Europe and other parts of the world acquiesced in or even sympathised with much of this targeting, some turning a blind eye to the methods ultimately used. Why didn’t ordinary people object to these lethal prejudices? One reason is that they had far less information than we do now. But another was the lack of pluralism and independent thinking in society: people were led, like sheep.

It is clear that without overwhelming military and civil obedience Hitler would never have been able to mobilise the masses and lead many of them to commit one atrocity after another. Any school system and authoritarian culture that encourages blind obedience and punishes the questioning of authority will lead to fascism and dictatorship. Too few voices within Germany opposed this, and little or no help and support came from abroad.

When the actual war started and the ”German War Machine” rolled across Europe, neither the armies in neighbouring countries nor any other means of opposition was adequately prepared. Those few who argued against military means had no convincing alternatives for how to defend their countries. And even the relatively low budgets for military defense were gigantic compared to the microscopic initiatives for nonviolent options. There is no reason to believe that nonviolent defense any more than armed defense could stand against a well-prepared military force without serious preparation.

Sabotage, underground newspapers, and use of oppositional symbols were early examples of resistance movements. Resistance took place in most countries under German rule as well as inside Germany itself. All of that was unprepared and badly organised. Later in the war we saw a wider spectrum of actions of nonviolent resistance and the movements improved their organising and co-ordination.

The most horrific atrocities committed by the Nazi regime were the industrial murder of millions of Jews, homosexuals, people with disabilities, Roma, and other religious, ethnic, and political groups. The idea of a pure ”master race ” of Aryan-Nordic people was central to the policy of exterminating others. Like a gigantic machine the Nazi regime organised the arrests and killing of millions.

While the Allies were busy bombing civilians in Hamburg and Dresden, the nonviolent resistance movement saved thousands of people from concentration-camps. Although military strategists were aware of the existence of gas chambers, they destroyed neither the camps nor the infrastructure for transporting prisoners.

The German occupation differed from country to country and the resistance movements varied as well. Nonviolent resistance in WWII was based on two strategies: non-cooperation and building alternatives.

Both of these forms of struggle focus on the fabric of social life rather than the territory of a society. Refusal to take part in sporting events if Germans or collaborators participated was a typical form of non-cooperation. The strike among Norwegian teachers and deliberate go-slows in industry are other examples. Behind such action was an understanding that all political power is dependent on support from below. Those in power could punish but consistent refusal to follow orders created serious problems.

The illegal distribution of reliable news, organisation of clandestine sporting events, celebration of independence days, carrying symbols of resistance and organisation of secret trade unions are typical examples of building alternatives. By replacing parts of the society run by the occupation forces with alternative activities, the nonviolent resistance kept their spirits up and proved that they could function without the German troops. It was both a part of the struggle and important preparation for the day when the Germans left.

But what more could have been expected from strategies that had no recognition prior to the war, no training or preparation whatsoever, and absolutely no budget? Ask yourself, what would military means have been able to achieve under such conditions? For nonviolent resistance to be really effective, it needs the same level of preparation and training as a military army. Is it ever too early to begin?

In dealing with my answer to the criticism that the Jews had been non-violent for 2,000 years, The Statesman says in the course of an editorial:

“The whole world has heard of Pastor Niemoeller and the sufferings of the Lutheran Church; here many Pastors and individual Christians bore themselves bravely before People’s Courts, violence and threats; without retaliation they bore noble witness to the truth. And what change of heart is there in Germany? Buried in prisons and concentration camps are today, and have been for five years, members of the Bible Searchers’ Leagues who rejected Nazi militarism as conflicting with Christ’s Gospel of peace. And how many Germans know of them or, if they know, do anything about it?

“Non-violence, whether of the weak or of the strong, seems, except in very special conditions, rather a personal than a social gospel. A man’s salvation may be left to himself; politicians are concerned with causes, creeds and minorities. It is suggested by Mr. Gandhi that Herr Hitler would bow before a courage ‘infinitely superior to that shown by his own Storm Troopers’. If that were so, one would have supposed that he would have paid tribute to such men as Herr von Ossietzky.

“Courage to a Nazi, however, seems a virtue only when displayed by his own supporters: elsewhere it becomes the impudent provocation of Jewish-Marxist canaille. Mr. Gandhi has produced his prescription in view of the inability of the great Powers effectively to move in the matter, an inability we all deplore and would see remedied. His sympathy may do much for the comfort of the Jews, but seems likely to do less for their enlargement. Christ is the supreme example of non-violence and the indignities heaped upon Him at His tortured death proved once and for all that in a worldly and temporal sense it can fail hopelessly.”

I do not think that the sufferings of Pastor Niemoeller and others have been in vain. They have preserved their self-respect intact. They have proved that their faith was equal to any suffering. That they have not proved sufficient for melting Herr Hitler’s heart merely shows that it is made of a harder material than stone. But the hardest metal yields to sufficient heat. Even so must the hardest heart melt before sufficiency of the heat of non-violence. And there is no limit to the capacity of non-violence to generate heat.

Every action is a resultant of a multitude of forces even of a contrary nature. There is no waste of energy. So we learn in the books on mechanics. This is equally true of human actions. The difference is that in the one case we generally know the forces at work, and when we do, we can mathematically foretell the resultant. In the case of human actions, they result from a concurrence of forces of most of which we have no knowledge. But our ignorance must not be made to serve the cause of disbelief in the power of these forces. Rather is our ignorance a cause for greater faith. And non-violence being the mightiest force in the world and also the most elusive in its working, it demands the greatest exercise of faith. Even as we believe in God in faith, so have we to believe in non-violence in faith.

Herr Hitler is but one man enjoying no more than the average span of life. He would be a spent force if he had not the backing of his people. I do not despair of his responding to human suffering even though caused by him. But I must refuse to believe that the Germans as a nation have no heart or markedly less than the other nations of the earth. They will some day or other rebel against their own adored hero, if he does not wake up betimes. And when he or they do, we shall find that the sufferings of the Pastor and his fellow-workers had not a little to do with the awakening.

An armed conflict may bring disaster to German arms; it cannot change the German heart even as the last defeat did not. It produced a Hitler vowed to wreak vengeance on the victors. And what a vengeance it is! My answer, therefore, must be the answer that Stephenson gave to his fellow-workers who had despaired of ever filling the deep pit that made the first railway possible. He asked his co-workers of little faith to have more faith and go on filling the pit. It was not bottomless, it must be filled. Even so I do not despair because Herr Hitler’s or the German heart has not yet melted. On the contrary I plead for more suffering and still more till the melting has become visible to the naked eye. And even as the Pastor has covered himself with glory, a single Jew bravely standing up and refusing to bow to Hitler’s decrees will cover himself with glory and lead the way to the deliverance of the fellow Jews.

I hold that non-violence is not merely a personal virtue. It is also a social virtue to be cultivated like the other virtues. Surely society is largely regulated by the expression of non-violence in its mutual dealings. What I ask for is an extension of it on a larger, national and international scale.

I was unprepared to find the view expressed by The Statesman writer that the example of Christ proved once and for all that in a worldly and temporal sense it can fail hopelessly!! Though I cannot claim to be Christian in the sectarian sense, the example of Jesus’ suffering is a factor in the composition of my undying faith in non-violence which rules all my actions, worldly and temporal. And I know that there are hundreds of Christians who believe likewise. Jesus lived and died in vain if he did not teach us to regulate the whole of life by the eternal Law of Love.

Liberia: Women's Mass Action For Peace and 'Pray the Devil Back to Hell' Screening at Samuel K Doe Stadium by Nadine B Hack 9 March 2009

Today, while Colloquium workshops continue, another historic event is part of the program. Tonight the film Pray the Devil Back to Hell - about the Liberian women's peace movement responsible for ending the brutal 14-year civil war - will be shown. This will be the first time it is being screened for the public in Liberia. Radio stations have been promoting this for the last several days and organizers hope many Liberians will come to the Samuel K. Doe Stadium.

Liberia's President Ellen Johnson Sirleaf will present awards to representative of the women who organized the amazingly powerful, courageous and ultimately successful effort to bring peace to their country. I will photograph and video these proceedings and post on this blog later. This morning the women – dressed in white, as they did during their entire campaign – marched into the stadium to the cheers and udulating of their global sisters. I was told the electric energy was palpable but, as I could not be there, I will try to get photos from my friends who were and post those as well. UPDATE: I was UTTERLY inspired to be in the stadium with the market women of Liberia who brought peace to their country! I posted pictures until after midnight last night, but I see somehow they are not showing; will try again later.

Here is the opening of press release on the film: "Pray the Devil Back to Hell is the extraordinary story of a small band of Liberian women who came together in the midst of a bloody civil war, took on the violent warlords and corrupt Charles Taylor regime, and won a long-awaited peace for their shattered country in 2003. As the rebel noose tightened upon Monrovia, and peace talks faced collapse, the women of Liberia – Christian and Muslims united - formed a thin but unshakable white line between the opposing forces, and successfully demanded an end to the fighting– armed only with white T-shirts and the courage of their convictions. In one remarkable scene, the women barricaded the site of stalled peace talks in Ghana, and announced they would not move until a deal was done. Faced with eviction, they invoked the most powerful weapon in their arsenal – threatening to remove their clothes. It worked. The women of Liberia are living proof that moral courage and non-violent resistance can succeed, even where the best efforts of traditional diplomacy have failed."

Leymah Gbowee joined the Woman in Peacebuilding Network (WIPNET) and brought women of Christian Churches together into the Christian Women's Initiative and then formed a coalition with the women in the Muslim organizations in Monrovia and eventually Liberian Mass Action for Peace came into being.

Etweda "Sugars" Cooper founded the Liberia Women Initiative to advocate for disarmament and free and fair elections, and also to bring pressure to bear on stakeholders for the inclusion of women in negotiating a settlement of the Liberian conflict. Asatu Bah Kenneth, a police officer for 25 years and president of the Liberia Female Law Enforcement Association, Asatu created the Liberian Muslim Women's Organization. Liberian Mass Action for Peace came into being when the two organizations joined.
Vaiba Flomo, working with the Lutheran church's trauma healing program brought the faith groups together with the message: "Does the bullet know Christian from Muslim?"

Etty Weah, was one of many women who wore white and sat on the field day in and day out. Rain or shine. Bullets or no bullets. She believed strength in numbers would make their voices heard.

Janet Johnson Bryant, a journalist working for the Catholic radio station Radio Veritas, hosted a radio show about women's issues and covered the Presidential Palace.
