A gaping loophole in industrial air pollution rules will stay closed now that the U.S. Supreme Court has decided not to review an appeal by polluting industries. Industry representatives wanted the high court to overturn a lower court ruling—won by Earthjustice and its allies—that clamped down on pollutants emitted during start-up and shut-down of plants.
